Lawmakers also approved a revised 2026 supplementary budget, cutting the proposed expenditure by approximately ₦266.61 billion.

The two bills were passed during Tuesday’s plenary session, presided over by the Speaker, Isma’il Falgore, following consideration by the Committee of the Whole and approval at the third reading.

The proposed constitutional amendment seeks to establish a legal framework that would allow state governments to create and operate their own police services.

During deliberations, lawmakers examined all 26 clauses of the bill before approving it.

The move comes amid renewed national debate over decentralising policing as part of efforts to address Nigeria’s security challenges.

The proposal is expected to form part of the wider constitutional review process.

However, the Assembly’s passage of the bill does not, by itself, establish a state police service in Kano.

The proposed amendment must proceed through the constitutionally prescribed process before it can take effect.

In a separate decision, the lawmakers approved a downward revision of the 2026 supplementary budget submitted by Governor Abba Kabir Yusuf.

The proposed expenditure was reduced from ₦1,477,829,666,130.71 to approximately ₦1.211 trillion, representing a cut of about ₦266.61 billion.

The adjustment followed legislative scrutiny of the state’s supplementary spending requirements and proposed amendments to its 2026 appropriation framework.

The Assembly had earlier confirmed six commissioner nominees forwarded by Governor Yusuf for appointment to the state executive council.
